Telephone service in the Katy area is determined by a decision dating back to the 1930's.  Local telephone was not available in the Katy area back then, so the local farmers invested as a group and had their own telephone service installed.  AT&T (then Southwestern Bell) did not offer service at the time with the dividing line between SBC and the local farmers  based on a fence line because Mason road did not exist.

The Public Utility Commission of Texas was established and those fence posts became the dividing line between telephone companies. Today any competitive telephone company can offer service in any telephone companies service area location, it's up to that company where they offer service.
